Bedlington’s 2 Day Family Festival – 15th and 16th June 2019

Dear resident,

West Bedlington Town Council in conjunction with the event organiser Charmain Hamilton would like to provide residents with some more detailed information in relation to this year’s community event.

The Event

The Bedlington Family Festival is a new, exciting and free event for residents, provided by a professional event organiser Charmain Hamilton and sponsored by West Bedlington Town Council. Over two days there will be high quality music on a professionally erected stage, stalls, food vendors, family activities and a fairground. Details of the acts performing have already been distributed via flyers and banners.

The Venue

The 20 Acre playing field has always (within living memory) been an event and mass gathering venue. Over many years it has been the traditional and established site for fair grounds and other large events. The site owner Northumberland County Council has consented to allow the field to be used for the event.

The Council has considered other venues within the town, Attlee Park is too small and has poor access for this type of event. Gallagher Park is not within the Council’s parish area and to hold an event in a neighbouring parish would dilute residents understanding and knowledge of the services and events this Council provides. Finally consideration was given to the continued use of “Bedlington Front Street”, however following a recent change in charging policy by Northumberland County Council this is no longer cost effective to use for the event.

Times of Event

Saturday 15th June 2019 – Start time 1pm with a scheduled end time 9pm.

Sunday 16th June 2019 – Start time 1pm with a scheduled end time 7pm.

Work will begin to erect the stage and other structures including the fairground from Friday 14th June and the site is anticipated to be fully cleared by 10pm on Sunday 16th June 2019.

Car Parking

The Council has funded the provision of 500 free to park car parking places on the event field (access from Hartford Road A1086). Advance directional signs will be in place to direct event traffic to this area. Additionally the Police have been asked to provide “No event parking” and  “Parking for residents only” road signage for the surrounding streets. In previous years the vast majority of event goers have travelled to the event on foot and our expectations for this year’s event is no different.

On Site Security

Overnight security of the event area will be in place for both Friday and Saturday evenings and  the event field should be completely clear by 10pm on Sunday 16th June 2019.

Litter

Provision for additional litter bins at the event site together with their emptying has been arranged with Northumberland County Council. Additionally the event organiser has arranged for litter picks at the end of each day.

Toilets 

Provision for event toilets has been made and these will be delivered and removed in accordance with the scheduled times for the event set up / event clear up given above.

Noise

Inevitably there will be an element of noise at a live music event. The volume levels will be constantly monitored by a professional sound engineer to ensure (as far as possible) the sound is limited to the event area, though dependent upon wind strength and direction this may not always be possible. The site of the music stage (between Church Lane and the middle of the field) is designed to try to ensure the minimum of sound disruption taking into consideration the site of a large equestrian centre at Lane Farm, Hartford Road, Bedlington. We appreciate that some residents will be more directly affected than others and we would ask for your understanding during this time.

Statutory Requirements.

The event organiser is required to complete and submit an event notification form to the County Council’s Safety Advisory Group (which consists of representatives from the County Council, the Police and other emergency services). The Police will use the submission of the event notification form to put in place any measures they feel appropriate for the event.

The event organiser and the Fun Fair operator are also required to carry out risk and safety assessments, have in place appropriate public liability insurance and make provision for access to the event site for emergency vehicles.
